Modern practice of regulating structure of salary in the industry agreements is being analysed. The authors display the trend to change main approaches to administrating labour compensation of employees in the Russian Federation by example of reforming labour compensation system in budgetary system. The necessity of weighted approach to regulation of salary structure is noted, as well as danger of formal approach to compliance with the rates in salary structure. The authors underline direct connection between enhancing share of tariff payment and quality of labour rating and administration in the companies.
