Summary. All-Russian diagnosis-related groups of diseases (so-called DRG) appeared in 2013 to pay for medical care provided in a hospital. At that time, the data of the DRG were used in five regions of Russia. In 2017, the DRG is used in all regions of the Russian Federation to pay for medical care in a hospital and in day hospitals. The article considers the specifics of rendering emergency and urgent care in a round-the-clock in-patient facility and suggests approaches for adapting the DRG to these forms of medical care.

The work assesses the effectiveness of internal quality control and safety of medical activities in terms of quality control of medical care and detection of defects in the organization of the medical and diagnostic process in the provision of primary dental care. Positive dynamics of individual indicators for 2014-2016 is associated with the intensification of expert work, the organization in the health care institution of activities aimed at increasing the professionalism and responsibility of medical workers.

A huge methodological and practical experience in the formation of territorial programs of state guarantees has been accumulated.
