This paper contains three scenarios for expansion the production of agricultural raw materials and food in the Russian Federation. Special attention is paid to the Non-Chernozem region, where the country has the largest amount of land not used for agricultural production anymore. In order to determine the influence of state support on the efficiency of resource use, including land, a comprehensive indicator for evaluating the effectiveness of state subsidies is introducing in the regions of Russia. The subjects of the Russian Federation were calculated and classified by the efficiency of the use of subsidies. The hypothesis of the reasons for different levels of use of subsidies in the regions is presented in the article. The identification of these reasons makes it possible to substantiate wise management decisions, and adjust agricultural policy and target programs for the development of agricultural production and rural areas.

The authors analyze the history of the Exhibition of Achievements of the National Economy, which was originally created as an agitational agricultural exhibition. This place overcame several stages of development, and today continues to play an important role in the life of the country. Having emerged as a dream city, embodying an impracticable image of future abundance and happiness, it reflected the scientific and technological achievements of different eras, became a platform for the synthesis of arts, where many artistic, urban, technical and scientific ideas were tested. The article gives the examples of the Stalinist architectural style and a plan of monumental propaganda. The exhibition area has preserved the fragments of an ideal Soviet village, a machine-building station, a livestock town and a Michurin garden.
The foreign experience of 3D-cadastre implementation is analyzed in the article. The authors support introduction 3D-cadastre in Russia instead of obsolete and outdated 2D-cadastre. The article demonstrates an algorithm for creation an information model of a real estate object using ground laser scanning technologies by example of the educational building in Krasnodar.

The article presents the evolution of the development of land rent as a complex economic category in the directions: classical, neoclassical and modern. The content, nature and mechanism of formation of various types of rental incomes are considered in this work, namely: differential rents I and II, monopoly and absolute rents, as well as new types of rents, happened in result of the development of scientifi c and technical process in the country and the need to strengthen the environmental factor in agricultural production. The particular attention is paid to the role of rent in modern Russian conditions, characterized by large-scale natural resource potential, as well as features and necessity for an innovative direction of its development.
