One of the most important driving factors of growth of agricultural production (including intensification and expansion of the sowing area) is the demand of the population on agricultural products. Russia has a significant amount of unused lands, and in this study the authors investigate possible prospects for the expansion of agricultural production for domestic and world market of agricultural products, as well as existing obstacles to the restoration of unused lands. One of the main obstacles is low income of the Russian citizens – a large share of residents have income below the subsistence level. Despite of this factor, the socially-oriented land policy can contribute to the involvement of agricultural lands in production by allocation of lands to farmers, especially in the depressive agricultural regions of the country. The implementation of these measures is impossible without creation of modern land management system. The main actions on the formation of such system are proposed by the authors in this article.
The article considers how the project of construction of the road connecting the district of Krasnodar and MEGA shopping center in the Republic of Adygea was chosen. Based on three possible options, the choice took into account the economic, social, land use planning and time criteria of each project having applied the hierarchy analysis method of T.L. Saati.
The article describes the role and importance of the state in matters of land administration, especially in agriculture. The author raises urgent issues concerning improvement of land management, the state land cadaster, monitoring, and state control over land use and land protection.
This article examines some issues of organization and land relations of the military settlements in the 19th century, as well as the methodology of work specially created in the provinces special boundary commissions. The study of these issues helps to understand contemporary issues of land relations, understand the ongoing land reform.
The important direction of ensuring the sustainable functioning of the agricultural sector is the suffi cient amount of reclaimed lands. The article considers the current state of this type of lands, the dynamics of irrigated and drained lands over the past 50 years and the fi rst results of the Federal Target Program for the development of agricultural land reclamation that was initiated in 2014. The author demonstrates the contradiction between departmental reports on the availability of irrigated and drained lands, and also underlines that the doctrinal provisions about land reclamation as a factor of food security should be supported by law.
The concept of an indicator of soil fertility based on standard productivity (efficiency) realizes the system approach of soil fertility assessment using the territory zoning. By the authors opinion, the state and municipal administration and land monitoring of farmlands formed on the basis of agrochemical inspections is outdated. The results of economical and mathematical modeling demonstrate influence of macroeconomic conditions (a ratio of the prices of agricultural products and level of grants) on efficiency of use of arable lands in the municipal districts. The authors underline an importance of macroeconomic conditions at functional zoning of the territory as an element of the state regulation by reproduction processes of land use.
The article is devoted to consideration of the main problems connected with application of results of the state cadastral valuation of lands of settlements on the example of the city district Ufa of the Republic of Bashkortostan. It is caused, first of all, with actual questions of challenging of cadastral cost and consideration, as object of the taxation, rent, purchase and sale of the earth and other economic transactions. The necessity of carrying out a number of measures aimed at improving the state cadastral valuation of land and increasing the efficiency of its use is justified.
The results of the field survey of the territory of an agricultural enterprise allowed carrying out classification of land by the type of economic use in order to conduct adaptive agriculture. At the same time, the survey demonstrated really necessary measures. It is clear that extensive land use of arable lands provokes degradation processes such as afforestation and swamping, so monitoring of areas and assessment of degradation are necessary in this case. On the example of agricultural land of this enterprise, we can assume that the scale of this phenomenon relative to the area of arable land is significant. To assess the level of degradation and develop appropriate measures to localize losses, the authors proposed the approaches for detailed agro-ecological valuation of agricultural land.
Determination of cadastral valuations of planting acreage is an important aspect for the national economy. The cadastral valuation identifies the real value of commodity turnover. Land relations in accordance with the market requirements are of great importance for the social and economic development of the country, since the land resources are an important part of the economic life of society.
The current approaches and methods for determining the cadastral value of real estate causes social tensions and mass appeals of taxpayers to the courts. The main reason of that is the excessive cadastral value of real estate - much higher than the market value. The situation will be changed only when the results of the cadastral valuation will be maximally correlated with market price. The article contains the analysis of the current dispute system in Russia and its results for 2014-2018.
