System analysis of the real estate accounting procedure using blockchain technology

At the moment, one of the country's valuable resources are real estate objects. Real estate has a special economic and social status, in connection with which the legislators of some countries have special requirements for the execution of transactions. Based on the documents on the completed transaction, the transfer of ownership is carried out by making changes to the real estate register. The article describes in detail the procedure for the implementation of State registration of rights and State cadastral registration, the procedure for applying to the implementation of these procedures, as well as blockchain technology based on the real estate accounting procedure.

By definition, real estate objects include land plots, buildings, structures, objects of unfinished construction, subsurface areas and everything that is firmly connected with the land, i.e. objects that cannot be moved without disproportionate damage [1, p. 195]. Let us consider the procedures directly related to real estate.

First, let us touch on the definition of State registration of rights. This is a legal act of recognition and confirmation of the occurrence, change and other actions on real estate, which is carried out by making a record of the right to real estate objects in the Unified State Register of Real Estate [2, p. 259].

It should be noted that the Unified State Register of Real Estate is a set of reliable systematized information about the registered objects under Federal Law. The constituent elements of the real estate register are shown in Fig. 1.

Next, let us consider the procedure for State cadastral registration of real estate. State cadastral registration is entering information about real estate objects into the set of truthful systematized information about the registered real estate object [3, p. 296].

The legal basis of the State cadastral registration and the State registration of rights is the following regulatory documents of the Russian Federation: the Constitution, the Civil Code, Federal Laws No. 218/No. 221, as well as other federal laws. The State cadastral registration and/or the State registration of rights are carried out on the basis of an application. Let us consider this procedure in detail. The application and attached documents can be submitted in two forms:

1) in the form of documents on paper - through a personal appeal to the registration authority, through a multifunctional centre;

2) in the form of electronic documents and (or) electronic images of documents signed with an enhanced qualified electronic signature under the legislation of the Russian Federation [4, p. 315].

It should be noted that the State cadastral registration and (or) the State registration of rights and attached documents are submitted regardless of the location of the property to the subdivision of the registration body.
