The main task of a modern enterprise is an effective management system that plays an important role in personnel management. An enterprise is considered successful if it has a well-developed personnel management system. The motivation system affects the satisfaction of the staff, thereby affecting the production and economic performance of the company. To achieve positive indicators, social policy is needed. In her textbook, Kholostova Evdokiia defines social policy as a system of relations arising between social subjects for the implementation of the key objectives of society, in the centre of which the main goal is a person [7, p. 17]. Social policy has always been a key tool for solving emerging social problems and implementing development strategies. It has evolved from previous policy instruments that have highlighted the limited opportunities to guarantee all citizens a decent standard of living.
There are several principles on which social policy is based, including individual social responsibility, social solidarity, social partnership, social compensation, social guarantees, and social support [4, p. 15]. Let us consider the content of the listed principles.
The principle of individual social responsibility assumes that individuals, families, and small groups must make some effort for selfsufficiency and self-help. The next principle involves the redistribution of social wealth from the stronger to the less powerful. The principle of social partnership deals with equality and the distribution of equal social responsibility between the parties. The principle of social compensation stands for the legal and social protection of citizens necessary to compensate for the various restrictions to which they are subject due to their social status. The principle of social guarantees includes the provision of citizens with a guaranteed minimum of social services for education, upbringing, spiritual and physical development, vocational training and employment. The final principle allows society to show its initiative in comparison with the corresponding activities of state bodies and institutions in the financing of social policy activities.
