Methodology for identifying city land plots for priority renovation

The article deals with the methodology of identifying land plots located on the territory of the city, which can be used as a priority for the implementation of the renovation program. The stages of site assessment are suggested. Particular attention is paid to criteria that could potentially influence the implementation of the renovation program.

Renovation of residential areas or industrial zones in a large city cannot be carried out simultaneously in all possible areas of renovation due to limited urban budgetary resources. This requires that they be distributed more effectively across territories and over time. And this, in turn, requires a methodology for identifying areas to be prioritized for inclusion in the renovation program.

The proposed methodology for evaluating urban areas and determining those that may be subject to renovation in the first place includes four stages.

Stage 1. Analysis of the actual use of the urban area.

Stage 2. Assessment of area characteristics.

Stage 3. Assessment of the condition of the housing stock in the analyzed area.

Stage 4. State of the use of land resources on the territory subject to renovation.

Let us consider the content of each of the stages on the example of the territories of the city of Tula.

The goal of the analysis is to identify structural elements of the city or parts of them that have the potential for priority renovation. As part of this study, the territory of the city of Tula was analyzed to identify the type of current use of land plots.

The analysis is performed on the basis of the materials of the Rules of Land Use and Development of the city [11] and maps in the General Plan of the city [10].

The analysis can identify two types of areas where renovation is possible:

- the first. Stagnating areas occupied by dilapidated and emergency housing, as well as housing, which in the near future may become such;

- the second. Areas (land plots) that are not used for their intended purpose, such as abandoned industrial sites.

This study considers the first type of territory. This approach is dictated by the fact that in such areas, a significant part of the population of the settlement lives in a residential development that does not meet modern housing standards.

At this stage, we analyze the qualitative characteristics of the area in question, which may affect the potential revenues and costs that will arise during the implementation of the renovation program.
