According to the International Labour Organization Centenary Declaration on the Future of Work, the promotion of sustained, inclusive and sustainable economic growth, full and productive employment, and decent work for all should be based, inter alia, on policies and measures that ensure the necessary degree of privacy and protection of personal data. According to A.M. Lushnikov, "a welldeveloped information system in labour organization, protection of personal data, the confidentiality of their turnover, comfortable working conditions with a systematic approach to its organization (mental, physical, emotional comfort, etc.)" constitute the content of the quality of working life [1] - a concept that originated in the 1970s. According to the International Labour Organization, the tasks of states that implement the concept of the quality of working life should be "the development and implementation of such state policies and measures by entrepreneurs and trade unions that should lead to respect for the life and health of employees, ensure rest and free time, create opportunities for employees to fully develop their abilities in the process of work" [2].
The Russian Federation did not stay aside from the wishes of the International Labour Organization, once again, in Decree No. 400 of the Russian President dated July 2, 2021, "On the National Security Strategy of the Russian Federation", the preservation of the people of Russia, the development of human potential, improving the quality of life and welfare of citizens are called the national interests of Russia, the state policy for the implementation of which, among other things, should be aimed at improving the health of citizens. Since the term "health" is understood quite broadly (according to the preamble of the Charter (Constitution) of the World Health Organization of 1946, health is "a state of complete physical, mental and social well-being, and not only the absence of diseases and physical defects"), the state should take care not only of the physical health of employees but also of their mental well-being, which largely depends on mental comfort at work, the level of which can become an indicator of such an indicator of the quality of working life as working conditions at the workplace [3].
