Глобальная торговля основана на примерно 16 трлн евро в год, проходящих через мировой сектор логистики и цепочек поставок. Товары производятся и распространяются через обширную сеть производителей, розничных торговцев, дистрибьюторов, перевозчиков и поставщиков в сложной структуре процессов управления контрактами, платежами, маркировкой, уплотнением, логистикой, антифальсификацией и антимошенничеством. Масштабы и сложность задействованных систем приводят к высоким транзакционным издержкам, частым несоответствиям и ошибкам в ручной обработке документов, а также к потерям за счет деградации и краж на этом пути. Другие проблемы включают оскорбительные или небезопасные условия труда; экологический ущерб за счет неэффективности, незаконной добычи и производственных процессов; подделку и подражание, а также риски для здоровья посредством плохого управления цепочками поставок. Такие проблемы часто подчеркиваются в громких инцидентах, например, с цепочками поставок для продуктов питания, одежды и алмазов. Некоторые полагают, что стандарты и сертификация улучшают дифференциацию выбора и осведомленность потребителей, но фактические процессы остаются дорогостоящими и ненадежными, особенно в регионах с высоким уровнем коррупции [1]. Полные «цепи содержания под стражей», которые подтверждают происхождение каждого продукта или материала, по-прежнему фрагментированы между организациями и уязвимы для мошенничества и ошибок даже между сертифицированными компаниями. Растет призыв к созданию более надежных, стабильных и прозрачных цепочек поставок товаров и услуг [1].
С точки зрения транзитной торговли для России и стран, входящих в ЕАЭС, очень важны отношения ЕС и Китая, а также технологические возможности. У Европейского союза и Китая много общего: их ВВП в 2015 г. составлял 14,72 трлн и 9,75 трлн евро соответственно, они занимают второе и третье место в мире после США (16,64 трлн евро). Это две наиболее интегрированные страны в мире с ежегодным объемом международной торговли товарами и услугами в размере 15 трлн евро (5 трлн евро, если брать только внешнюю торговлю с ЕС) и 4,75 трлн евро соответственно (в 2015 г.). В том же 2015 г. объем двусторонней торговли ЕС и КНР товарами и услугами составил 580 млрд евро, причем каждый партнер был для другого самым крупным источником импорта и вторым по величине экспортером. Лидеры ЕС и Китая считают, что эффективный, основанный на правилах принцип многосторонности должен стать ядром глобального управления. Две эти страны также не являются конкурентами в области безопасности [5]. При этом сегодня Соединенные Штаты уже не играют лидирующую роль в поддержке более открытых глобальных рынков, и в мире говорят о негативных последствиях глобализации для неравенства доходов. Этот общий сдвиг делает особенно важным для ЕС и Китая рассмотрение вопроса об углублении всего спектра двусторонних экономических отношений — путем увеличения объема торговли и инвестиций, содействуя сотрудничеству в области изменения климата, энергетики, защиты окружающей среды и глобального управления, сотрудничая в области науки, техники и инноваций, инфраструктуры и финансовых услуг [5].
