The purpose of this article is to clarify the current situation and existing problems of the innovation management mechanism of high-tech enterprises under the modern economic conditions. Take hightech companies in China and Russia as research objects, conducted a comparative analysis study. The research methods of this article are data analysis and comparative analysis.

Most of the previous literature only studies the statistical indicators of the level of innovation, or only studies the management mechanism of high-tech enterprises, without linking the realtime statistical data analysis with high-tech enterprises research. In this article, the author conducted data research and analysis, and analyze the status quo and existing problems of the management mechanism of high-tech enterprises from the data.

Vlasova (2017) studied Russia’s global innovation indicators in five years, conducted a cross-country analysis of comparative advantages, and pointed out that various forms of R&D and innovation spending, the country lags behind in various indicators of resource utilization effectiveness [1]. Shik E. V (2019) conducted a cross-country analysis of Russian innovation activities, pointing out that the quantity and quality of Russian innovation activities are lower than other countries [2]. However, the author did not give constructive opinions, and did not further describe how to improve innovation ability, only a description of the phenomenon.

Chen (2015) conducted a research on the innovation process management of Chinese enterprises, and the research pointed out that only innovation can sustainable development of high-tech enterprises. Innovation directly affects the capabilities of high-tech enterprises in terms of existing resources, skills, knowledge, and strategies [3]. Lin (2018) analyzed the relationship between innovation performance and innovation management, pointed out that innovation management has a positive impact on performance, and pointed out that China’s current high-tech enterprises still have a lot of room for improvement [4]. The research still no actual data analysis, and it remains at the theoretical level.
