The Government of the Russian Federation has approved the Spatial Development Strategy of the Russian Federation for the period up to 2025 and its implementation plan. It is recommended to the executive authorities of the Russian Federation and local self-government bodies to follow the provisions of the strategy when implementing the strategy of socio-economic development of the subjects of the Russian Federation and municipalities and developing territorial planning documents provided for by the Town Planning Code of the Russian Federation.
Agricultural land ownership and land use cover a significant part of the land space of almost any subject of the Federation and, according to its primary importance in ensuring the country's food security, it should find its place in regional spatial development strategies as objects that require qualitative and quantitative changes for the projected period of time.
To streamline approaches to the analysis of the current situation in agricultural land ownership and land use, the authors propose to consider and discuss the main conclusions obtained during the study of the spatial development of agricultural land use in the territories of the European part of the Russian Federation that are unfavourable for the production of agricultural goods.
The main global trends in the spatial development of agricultural land use include the concentration of the agricultural economy around the largest settlement forms — urban agglomerations (the agglomerations of Moscow, St. Petersburg, agglomerations with centres in Nizhny Novgorod, Perm and Yekaterinburg), in which the steadily increasing population forms consumer demand for agricultural products. Some subjects of the Russian Federation have seen the formation of smaller-scale agricultural centres for economic development (the Republic of Mordovia, the Bryansk Region). Some agricultural territories in one or several municipalities also have the potential to provide a significant contribution to the economic development of the Russian Federation in the medium and long term.
