The article examines the status and role of flagship universities in the development of the regional socio-economic system. The problems and prospects of the development of the flagship universities network in the framework of the implementation of the goals and objectives of the state educational policy are demonstrated. The author comes to the conclusion that it is necessary to consolidate the foundations of the legal status of flagship universities as formed elements of the Russian higher education system in the educational law.
In connection with the introduction of partial mobilization, the Ministry of Labor and the Ministry of Education and Science clarified the citizens and students’ rights and the employers’ obligations.
In May 2022, the Government of the Russian Federation adopted resolution N 958 «On the functioning of the superservice «Admission to the University online» within the framework of the reception campaign 2022/23 academic year». This document introduced a number of innovations in the rules and procedures for admission to higher education. This work is aimed at reviewing practices related to the reform. The article also contains an indication of shortcomings and recommendations for their elimination.
