The article presents a methodical approach to the formation of medium term regional (departmental) programs for the routine planned preventive maintenance of buildings and structures. The authors propose to make planning using a system of consolidated indices of maintenance cost, covering the entire range of buildings and structures in the territory of the Russian Federation.
The article gives infrastructure analysis, presents the construction management system and forms for implementing major construction projects, analyzes capital investment in the program and non-program parts of Federal Targeted Investment Programs on creation and renovation of infrastructure. Capital investment in the reconstruction of facilities are considered, facilities for reconstruction in 2017 are presented. The urgency of solving the problem of optimizing the increase in infrastructure capacity by improving the system for planning the reconstruction and recovery of existing property has been substantiated.
In the course of the study, a concept was developed to ensure the energy security of buildings and structures based on their system planning and functional approach, and a schematic diagram of technical and economic indicators of buildings and structures was determined.
