The article characterizes the conditions of land use planning as a branch of economy, and type of economical and professional activities in the Russian Federation. The article estimates the qualification requirements, scope of skills and job functions of a modern land surveyor, and also the conditions of education in the sphere of land use planning and cadasters. The paper contains the data on dynamics of the market of land use planning services, cooperation between state and business, and staff support in the sphere of land use planning.
The article contains information on transactions with agricultural lands completed in 2015-2019 based on the results of the auctions for the sale and leasing of state and municipal lands in some regions of the country, the analysis of which showed that the land market, being generally underdeveloped, demonstrated a little growing in some regions of Russia. A brief analysis of the methods of cadastral evaluation of agricultural land used in Russia, as well as the research on privatization of state and municipal agricultural lands for 2015-2019 are shown in this paper. The authors underline that the cadastral value is several times higher than the price of auctions and suppose that the main reason for the overstatement of the cadastral value of agricultural land is the fiscal interest of the state and the normative calculation method of land rent capitalization. The more accurate method is proposed for estimation of cadastral value based on financial statements of agricultural organizations.
The purpose of this article is to investigate the questions related to resulting from the mass privatization of agricultural land essentially new to the domestic economy and law Institute common ownership of land. The main attention is paid to the process of recognizing unclaimed shares as municipal property that has been actively developing since 2011. The reporting data of Federal Executive bodies (Ministry of agriculture of Russia), as well as scientific and analytical works (including the author of this article) were used to study these processes. The author used the abstract-logical and statistical methods. It is concluded that in the next 5–6 years, the problem of unclaimed shares will be mostly solved, but it will take more time for the final settlement of the entire complex of problems of shared ownership of land in the agroindustrial complex. Taking into account the positive experience of work by municipalities with unclaimed shares, the author is proposed to provide them with the opportunity to buy out land shares from citizens-owners.
In the article, the author considers the theoretical provisions of identifying the rational use of land, as well as existing problems and solutions. The author analyzes the state standards And legal documents on the research topic. The author notes that in a number of articles of the civil code of the Russian Federation it is appropriate to make amendments concerning penalties for violations of the rules of rational use of agricultural land.
This work considers the cloud technologies used for the formation of spatial data infrastructure. The authors analyze the deployment and maintenance models used for integration of users and spatial data taking into account information security. The clusters of small spacecrafts are proposed as a technical solution for information support. The cloud technologies together with "Big Data" technologies are effective tools for processing structured and non-structured data. The conclusion: today we have possibilities for creating and using spatial databases for effective land management on the basis of clusters combining different enterprises to industrial and financial groups based on long-term relationships between participants.
Automated detecting changes methods from multi-time multispectral images are considered, and the experimental researches results are presented. Recommendations on the choice of detecting changes method depending on the type of anthropogenic landscape have been developed, this allows to improve the remote land monitoring system.
The article presents data on the University of Land Use Planning’s activities in 2019. The University performance indicators are presented according to the monitoring conducted by the Ministry of Science and Higher Education of the Russian Federation. The data concerning the number of directions and specialties of students’ training, quantity of educational programs, number of applicants and students, general number of graduates, additional professional education, scientific and international activity, property complex management, as well as the activity of the Educational and Methodological Council on Education in the sphere of land use planning and cadasters (EMC) are considered in this paper. The achievements are shown in educative, cultural-mass, training, sports and recreation work.
The article presents the results of the Contest on interior design organized by SULUP in 2018–2019. The students and teachers of the Architecture department of the university took part in this competition.
