The article discusses the modern state of land legislation, its current trends, as well as the issues which it resolved not sufficiently. The rapid development of the Federal land legislation of the last 3–4 years was the result of objective processes in land use. But the issues related to the involvement of abandoned land in the turnover, unclaimed land shares, cadastral accounting of land plots, still require a decision, including the legislative measures. Over the last 10–15 years, legislation about land use planning has been changing unsatisfactorily. This is fraught with prolonged negative consequences in land use (primarily in agriculture). Therefore, a new version of the law «On land use planning» is needed, as well as its provisions should be implemented.
The paper considers the role of human resources in the land reforms carried out in Russia and the Republic of Bashkortostan in different periods of their historical development. The main attention is paid to the content, methodology and results of reforms. The importance of land management specialists in realization of the current reform in the country is underlined here as well.

This article describes the experience of development of the scheme for phased implementation of real estate monitoring. The authors provide a brief explanation of a need to establish an institute for such monitoring. The paper also contains the sequence of actions for preparation of a model for real estate data monitoring, the most important of which is the development of a monitoring scheme for real estate objects.

The creation of sustainable land use in the Russian Federation is considered in this paper. The authors think that land management personnel plays very important role in solution of this problem. By the meaning of the authors, there is a shift in the system of higher education towards the training of cadastral engineers nowadays. At the same time, the land management system needs a universal highly qualified specialist, who is able to solve complex tasks in the field of land management and cadastres.
