The article shows that many modern scientists believe it was trade that became the prime mover of consistent humankind development. In addition to the exchange of resources, the exchange somehow implied not only material values, but also spiritual ones. Terms from another language were assimilated and transformed; the increased need for knowledge of other languages gave rise to a new specialization, such as translators. Even such subtle spheres of culture as religion were subject to exchange, with ideals and motivation making the foundation for the emergence of other, sometimes very original beliefs. This exchange subsequently led to such a form of the religion spread as missionary work, which made it possible to speed up the propagation of religious ideas over very vast areas. Trade routes became just well-established roads and a convenient route for spiritual expansion. The article considers the Great Silk Road as a channel for the transmission and exchange of cultural and the most significant values of the peoples of this region.
The article discusses the features of the construction and composition of the value-motivational profiles of civil servants included in the reserve of management personnel. An analysis of the motivational potential of the management personnel reserve was carried out on the considered examples, and the conclusions about the possibilities of using the motivational potential in solving the issues of planning and managing the reservists’ professional career were drawn.

The article examines the features of Russian capitalism and the type of Russian capitalist, which are presented in the works of A.P. Chekhov Three Years, The Cherry Orchard, A Case from Practice, and In the Native Corner. The role in creating the images of the heroes of these works played by the famous Russian industrialist Savva Morozov, whose actions have become a kind of tuning fork in the assessment of typical Russian entrepreneurs, is shown.

The article analyzes the ongoing reform of public authority in Russia. In the process of this reform, which has been carried out in recent years, a change in legislation was made, and the approaches to the organization of public authority, both state and local, were radically revised. Based on the results of the study, it was concluded that the changes that have occurred contribute to the improvement of the mechanism of public administration.
